(?)Redhat telnet

I have a question that nobody seems to be able to answer for me. How do you setup a Redhat 5.0 machine so that it allows users to telnet to it? The machine cannot even telnet to itself, but, it can telnet to other machines. Other users can ping the Redhat machine without problems. The machine will give the user prompt, but when the correct password, the machine replies by saying "login incorrect" even thought I know for certain that the username and password are correct. This is the same for any user who tries to telnet to the Redhat 5.0 machine. Any suggestions?

(!) It sounds like you have a misconfigured PAM. Have you downloaded and applied the PAM and glibc fixes from Red Hat's site?
